The agreement signature ceremony took place in Yakutsk  District administration in September 11. Alexander Savvinov, Chairman of the Yakutsk city Council stressed the significance of the event. "It can truly be called historic event because we have signed an agreement on cooperation with the foreign colleagues  for the first time in the history of the Yakut city Council” he said.

This agreement will promote business and economic ties between Yakutsk and Heiho.

Head of the Chinese delegation, Deputy Chairman of the National Committee of People's Congress of Heihe Maine Sanzuan also stressed that the future cooperation was possible due to favorable geographical location. "Heihe is the Chinese city, located on the Amur river bank in front of Blagoveshchensk (Russian city). So the distance between Heihe and Yakutsk is quite small. It will make good cooperation conditions," he said.

The delegations ended the signing ceremony by exchanging symbolic gifts. Yakutsk city Council gave the national pot Choron and emblem of Yakutsk in a diamond crumb. And the Chinese delegation gave reproduction of a famous Chinese painting.
