The agreement provides the comprehensive development of trade-economic, scientific-technical, social, cultural and other relations on the principles of equality, partnership and trust that includes the exchange of specialists’ delegations in various areas of city life, including the representatives of culture, science, youth, businesses, athletes and tourists.

The agreement also involves the exchange of economic, legal, scientific, technical and other information, information about the life of cities and their populations to study each other's experiences in the field of urban development, education, health and social welfare.

In addition, the signed document is aimed at the development of trade and economic ties between the two cities by establishing new and expanding existing business contacts, relations between economic entities on the supply of goods, works and services.

The contract is the basis for conclusion of further agreements and treaties and is of indefinite duration.

Mayor of People's Government of Heihe city thanked the head of Yakutsk Aisen Nikolaev for active cooperation and proposed to consider the development of joint tourist routes between the two cities in his welcoming speech.

In reply, Aisen Nikolaev expressed confidence that the signing of the contract between Heihe and Yakutia will be the beginning of a new stage of cooperation – constructivee and productive for both cities.

At the end of the speech, the head of Yakutsk thanked Zhang Enlyan and all the inhabitants of the sworn brother city of Heihe for its contribution to strengthening friendly ties between the two cities, and proposed to develop and adopt a joint action plan for implementation of the Agreement.
