The agreement is intended to promote the business relations of Heilongjiang Province and the Sakha Republic (Yakutia). The company intends to work with Yakutia closely, proved by signing of two more agreements:

- on working together for creation of a joint venture between Heilongjiang major company on joint development of economy and technology, joint-stock company "Republic investment company", Open Joint Stock Company "South Yakutia Development Corporation";

- on realization of the implementation in the mining sector between Heilongjiang major company on the joint development of economy and technology and joint-stock company "Republic investment company".

"Heilongjiang major company on the joint development of economy and technology" is the largest public company, controlled by the Heilongjiang Province Government. The company was founded on the basis of the Committee on Economic and Technological Cooperation of Heilongjiang Province.
